Our SMART Plan is divided into four phases: PHASE 1 – Phase One is appropriate anytime there is not a stay-at-home order in effect. PHASE 2 – Per CDC recommendations, Phase Two is appropriate in a context with 14 days of declining cases. All things permitted in Phase 1 are permitted in Phase 2. PHASE 3 – Phase Three of our SMART Plan is currently being reviewed and updated. We are currently following Minnesota’s Stay Safe Plan, which was updated March 15. PHASE 4 – Per CDC recommendations, Phase 4 is appropriate after we have experienced 42 days of declining cases. All things permitted in Phase 1, 2, and 3 are permissible also in Phase 4.
